In October 2021, the Central Cyberspace Affairs Commission issued and implemented the "Action Plan for Enhancing Digital Literacy and Skills for All," which explicitly states that digital literacy and skills represent a set of qualities and abilities that citizens should possess in a digital society, including digital acquisition, creation, utilization, evaluation, interaction, sharing, innovation, security assurance, and ethical considerations.
Under the guidance of the Cyberspace Administration of China (CAC) and the China Association for Science and Technology (CAST), the China Research Institute for Science Popularization(CRISP)has taken the lead in establishing a research group for the investigation of the development level of digital literacy and skills for all. The group has implemented arrangements for regular monitoring surveys and evaluation assessments, adhered to the investigation principles of "being grounded in national conditions, internationally comparable, and future-oriented," studied the evaluation index system, conducted nationwide surveys, and has completed the compilation of the "Report on the Development Level of Digital Literacy and Skills for All (2024)".
